Who was the player that......
Averaged the least amount of points per game in the reg. season and still became an all star?
How much did he average? What position did he play?

Wes Unseld, perhaps? if it is him, i think it was around 13.8 points, and he played PF.

That might be it.
I'm not sure if there's anyone else.
However it might become YI this year assuming all the chinese decide to vote him in and if Yi is still raw.

Vince Carter, Shaq, Zo all sat out the first half with injuries before but still got voted into the starting lineup.

Re: Who was the player that......
There isn't anywhere to find statistics for just the games prior to the All-Star game. For the entire regular-season, Magic Johnson was an All-Star in 1992 without scoring one point the entire season, as he had retired and didn't play a game that season aside from the All-Star game.
I though that the lowest PPG average might have come from someone who was an All-Star in the seasons before the shot clock was invented--when teams generally scored around 70 PPG. But, the lowest I found was Dick McGuire, who averaged 6.9 PPG in 1956--the same as Ben Wallace in 2003.
Anyhow, the lowest PPG for the entire regular season of the year that they were an All-Star, that I could find was Mark Eaton in 1989 where he averaged 6.2 PPG. Yup, it's a defensive specialist.

Not counting injured players I would guess Dennis Rodman.
