If you want to go by lack of titles and wins, it's San Diego. The Chargers have won several AFC West championships over their history and have the one trip to the Super Bowl in '95 (they were trounced by the 49ers), but they've a lot of lean years in between. The same thing with the Padres...two trips to the World Series ('84, lost to Detroit; '98, lost to the Yankees), numerous division titles, but no rings. Not to mention that San Diego had TWO NBA teams, but lost them to larger cities (Houston and Los Angeles) and didn't support them in attendance.
Now, if you're talking lack of support, then it's Atlanta. The Braves never drew all that well until they really started winning in the '90s, but even then, they didn't always sell out playoff games. Outside of the Super Bowl trip in '98 and Michael Vick coming to town, the Falcons were pretty much always an afterthought. As for the Hawks...we all see what's happened to that franchise in the last ten years. Plus, even when the Hawks were good (especially when Dominique was around), they still didn't draw much unless some superstar came in to play against the Hawks. The Thrashers draw well in attendance (as with most hockey teams), but no one watches their games on TV. Atlanta is purely a college football and NASCAR town.
