no it isn't. 24 seconds is barely enough to run a offensive system, there's no way 20 seconds is enough. Not everyone is the Suns, or wants to be the Suns. It'd be a pointless rule change, teams that want to play fast can do that already, and it isn't like in college where you pass the ball around the perimeter for 20 seconds before you do anything.
24 seconds is fine
