1) The shot clock. 20 seconds instead of 24. Players are a lot faster now 20 sec should be enough. 8 seconds for taking it through the backcourt is enough (or should be).
2) The season. 58 games. Play each team 2 times. That's it.
3) I'd get rid of the defensive 3 second rule.
4) I'd get rid of the circle (protected area)
5) I'd allow handchecking.
6) I'd get rid of guaranteed contracts and with that the salary cap, too.
7) I'd get rid of Mike Tirico and Tim Legler ASAP.
Ditto with the hand checking. I'd also get rid of some of the downright stupid reasons for techs (such as laughing, or yelling after a big dunk). At times it's a bigger joke than the Eurovision song contest

Get rid of college and make youth teams. Players sign with their teams after they graduate or if they want to drop out they may. They have youth teams from age 16 and on...This creates better development of players for the team and by the time they need them they will already be ready to go (hopefully). This makes more sense than college.
Create a two-tier leagues. The bottom league for the worser teams and the top league for better teams. Bottom three of top are relegated and top 3 of the bottom are promoted.
Also, I would just like to say that the 1-year college rule blows. People have a right-to-train.
