get rid of the the bottom four teams in terms of popularity. if you don't have a fanbase, you don't need a team.
change salary structures to something more corporate with ranges of pay based on team success (the more you win the higher your pay in your range) to give free agents incentive to stick with their teams and teams more flexibility in trades.

Wouldn't this eventually lead to all the best players being on the top teams, which in turn would completely eliminate any chances for other teams. The only way the lower teams would stand a chance would be to draft a top player.

Suspend + Fine players who don't recklessly care if they injure an opponent or not. This goes for the Spurs' moronic starting small forward, and others.
No flopping/diving.
No traveling.
No carrying/palming the ball.
Get rid of charge/block circle.
Ducking under someone after getting them in the air is a foul on the person ducking under.
Get rid of defensive 3 seconds.

26 games, that wouldn't work. NFL is more physical contact thats why its one game a week.
Oh yeah, I'd totally overhaul the charge rules, making it more like it was in the 80's/90's, where you had to be stationary for at least a second prior to contact and take the brunt of the contact directly in the chest (i.e., you couldn't take a charge with only the left third of your body making contact with the offensive player). Also, there wouldn't be nearly as many charge calls made on plays where the player passes it off before the contact occurs.

not necessarily. it just means that it's worth more to a player to try to win than to try to get big numbers for a lousy team. i'm not talking about doing away with the salary cap or giving everyone the same contract. if you had tmac and yao each playing at / near the max money (say 9 - 17 mil / year depending on team performance), the only way you could sign another star to a big contract is if the rockets vastly underachieved and both stars made the bottom of their pay scale. that would allow them to bring a terrific free agent like carter. but it's doubtful any playoff team could sign him for the money he'd want because they're already winning so much and all of their players are making the upper end of their pay. however a guy like marion or billups would not want to defect to say the bobcats just because there's a little extra money there because they're almost certain to miss the playoffs and earn the bottom of their pay scale (so they could take a lesser contract, but get it's max benefit from their current teams). it would of course be more complex than that, but anything that could help teams stay together and force players to be accountable for winning rather than wracking up stats is good with me.

So basically when a team does well they are awarded with more money so they can sign better or players they need such as a rebounder or a good 3 point shooter. So inturn this hopefully encourages the bottom teams to do better so they can gain an award so they can sign needed players.
