Default Playoff seeding question

I just read today's Stein Power Rankings on ESPN, and I saw this under Chicago:

Bulls are destined for the East's No. 5 seed, but remember: They'll have home-court advantage in the first round as long as they have more wins than the No. 4 seed.

Doesn't that effectively make them the number 4 seed anyway? They have first-round home court advantage, and move on to play the winner of the 1st/8th seed matchup.

Am I missing something obvious?

I don't know how obvious it is, but you're missing something obviously stupid: the rule that gives division winners a guarantee of a top four seed.

I get the whole thing last year with Dallas/San Antonio and why it's important to not have the two best teams play in the second round.

I get having division leaders have a top-four seeding. It keeps the divisions meaningful.

I just don't get why they bother switching the homecourt to the Bulls in this case. It just seems like it wasn't properly thought out. If you're going to guarantee them a top-four spot, at least make it mean something...
