Open Division and divisons 1-3 in california are full of bruisers and except for like the top 3 teams in the state, any team can bounce any team.

That and the fact that we're the most populous state with the most high schools kind of defeats the question.

I'm close to this and have been to many games over the years. I can't really speak to what's the hardest. I'm sure it depends on the year. But generally I'd guess population is a pretty fair guess, so California and New York make the most sense. I just like the NY City tourney because it runs with teams from the Jersey too and all the schools are like right on top of each other.
