I don't think the other team does it. Assuming that whoever gets #1 is a shit team that is rebuilding, do they trade 6-7 years of Wiggins (or whoever else) for 3 years of Durant at $20 million per?

Depends on how much that team thinks of Wiggins. But let's say, best-case-scenario, Wiggins is as good as LeBron in terms of age. So by the time he's 21 he's as good as LeBron was at 21, and when he's 25 he's as good as LeBron was at 25, etc. Durant, right now at 24 years old, is better than every version of pre-24 year old LeBron, which was every season prior to 2008. And 24 year old Durant isn't all that far behind 24 year old LeBron in my opinion. So, unless Durant's career starts becoming ravaged by injuries, or he inexplicably stops improving, there's a decent chance Wiggins wouldn't be as good as or better than Durant until Durant's in his 30's.
That's just all speculation, of course, because if Wiggins does live up to the hype, by the time he's 23-25 years old the gap between him and Durant would probably be very slim.
LeBron's different and interesting, because he'll be 30 years old when Wiggins is a rookie. But in reality, no, Miami would not trade LeBron for the #1 pick. They'd laugh and hang-up the phone if whoever has the #1 pick made that offer.
And the other team may not have much incentive to do it, either, because they may be in full rebuild mode for a few more years. So getting someone like Durant at around $20M/year wouldn't be in their best interest.

You'd have to be really sure with Wiggins. There's always a chance he could just give in to all the pressure and just stop working, be injury-prone or maybe he'll just be a downright bust. KD is a sure thing and is already a top 2 player in the league. Saying that, I'm pretty damn sure Wiggins is gonna become a superstar in this league but there's still a chance he could fail.

If I have a good roster/ability to pickup free agents. If not...no. You're not just giving up Wiggins...but future draft picks as well...so for a small market team without much free agent pull youre kind of stifling your chances.

Yall comparing Wiggins to Barnes, Shabazz and Noel?! Wiggins was 5x the players they were in high school and has more upside than they ever did. I don't remember those guys ever being as hyped up as Wiggins was.
