Who is saying Dorner was shot and killed?
The police story is that Dorner was alive when they put in the tear gas. The is a source that said the cops heard a single gunshot right before the fire broke out, but that doesn't seem to be official.
They are implying that Dorner realized it was over....either due to the effects of the tear gas or perhaps he saw the fire start and took his own life.
But to answer the hypothetical, you could burn a body to hide evidence.

There are two types of tear gas. One is a less potent version and can be tossed by hand the second is CS which is an incineration type shot from a gun meant to cause fire to drive suspects out

The audio is evidence, it's not proof. Anyone who has worked with audio evidence know that it needs to be put into context.
