Being from NYC helps rating but not in the sense you are detailing.

It helps because NYC High School leagues are tough as hell. The only city I will say is tougher in terms of public schools is Chicago and they blatantly recruit which is illegal in NYC.

Also I have to disagree with the view on Telfair. If he was from St Louis and killed Livingston and Washington he probably would have gotten more hype cause he would have "come from nowhere".

Don't sleep on the "out of nowhere" factor. It helped Tracy McGrady get drafted.
