The only thing I can think of is they dont want it to seem like a smallville spinoff movie.. but you're right. He was a really good superman, I would have no problem with him cast as a movie superman.

I was not a Superman fan before him. He should be the one and only person to play that role until he's too old. He's perfect. Those other guys posted look too foreign for me.

Cavill will have blue eyes. And he's a WAY superior actor to Welling. Welling was just a model when he got casted on a terribly acted teen soap opera. Cavill resembles Superman, too. Specifically Jim Lee's take on Superman

Superman has to be acted well. Welling can't act his way out of a paper bag.
