This team is having the third best record(only worse than Kansas 30-2 and Kentucky 29-2) and is currently the 8th overall seed in this league. With Syracuse stepping down, is it possible for New Mexico to become one of the four top seeds in the tournament?

No. Syracuse didn't "step down" when they lost, they'll still be a #1. Record has little to do with anything. Temple could finish 29-6 and their ceiling is a 3 seed.
