If anything happened like this in the US and the police refused to stop it, the citizens would take to the streets and start shooting at the thugs themselves in most cities.

But on the rare occasions they are not like in natural disasters where emergency responders won't go like Katrina or the storms that hit East Texas, the citizens take to their neighborhoods with their firearms to stop looting.
