Let's assume they are in their primes and it's the current CBA. Or if you want to answer it in the context of the last one that's ok too. Let's say the cap is the average of what it's been the last 5 years.
Do you think you would have a better chance to succeed if you had Kobe Bryant and paid him 30 million dollars per season or Lebron being paid 20 million dollars per season? Assume it's a five year contract.

1st is current Duncan quite easily, he's a true professional and when he plays he doesnt take games off
2nd is peak Kobe, one of the most electrifying players in NBA history, he would give up some of his money to sign some good teammates around him
3rd is Lebron, most likely the best player today, he takes games off which bothers me but 3rd to KB and TD is nothing to be ashamed of
