These threads are silly. Of course not. I know there are some players that were very very good players but not the creme de la creme that get in..but Brand doesn't even fit in that category. He had a good career..that's all.
Is Micheal Redd a Hall of Famer? Rik Smits? Antonio Davis?....

If he maintained his peak for longer and led the Clippers to the playoffs at least 2 or 3 times sure... but hell no. He had 1 elite year in the regular season and postseason then had some major injuries and isn't even a clear starter anymore on most teams despite only being 31.

Most likely not. In his defense, these were his first 8 seasons:
-20/10/2 with 1.6 BPG
-20/10/3 with 1.0 SPG and 1.6 BPG
-18/11+/2+ with 1.0 SPG and 2.0 BPG
-18+/11/2+ with 1.1 SPG and 2.5 BPG
-20/10/3 with 2.2 BPG
-20/9+/2+ with 2.1 BPG
-25/10/2+ with 1.0 SPG and 2.5 BPG
-20+/9/3 with 1.0 SPG and 2.2 BPG
If he plays for any other team, he's a borderline candidate at the very least.
