Acutally according to the trade publication Tax Notes, the loophole that Trump most likely used was closed in 2002. Clinton voted to close that loophole. Bush signed the bill.

Previously the IRS went to the Supreme Court to argue against the interpretation that made the loophole possible, but the court said they needed to change the letter of the law.

No, the 2002 bill just changed it to an 18 year timeframe. Before that it was unlimited.

I think the reason why he's saying $10 billion is something psychological. We all know $4 billion is filthy rich, but there's something about the number 10. Even if you were worth $11 billion, there's something psychologically more impressive sounding about 10. Something about the number 10 represents a fullness. It's like, complete.
