Would a 16 team league be better? The rest can become/replace D-league teams, because the cities would still want a bball team.
Basically, the 16 teams with the highest attendance would stay, and there would be a draft for teams to select players from the remaining teams. Don't know about salary cap.
I just think seasons where teams purposely tank should never happen in a professional league. That's really what I wanted to say.
