You're literally insane if u dont think Westbrook has an elite first step. And regardless, having a good first step has virtually no impact on defense. Good defense is founded on strong fundamentals, footwork, and to some extent lateral quickness.

Aside from the fact the Bulls are a better defensive team than the Thunder, Rose is stronger than Westbrook. He bodies up the other PG which saps their energy. He's also the teams main offensive option so the opposition also has to keep up with him, whereas Westbrook will pass to Durant which gives them a breather. Rose has amazing conditioning in that regard.
