It's all muscle memory. You aren't proficient at a move unless you have practiced it or moves similar to it many times. Some people choose to be more variable... some don't. Maybe some aren't capable or don't think they are... Or maybe like if you are Shaq what's the point? Or Kareem? They found something that worked and rolled with it.
Kobe couldn't do that... he is too much of a tinkerer. Some people just like to explore possibilities even if things already work well.
