They are clearly a tier above all the other teams in the West. Anyone from the 3-8 seed is roughly the same and can lose to/beat the higher/lower seed in the postseason.

You're confusing regular season success as of now, instead of the eye test, and the dramatic continued improvement of Cleveland ... featuring the world's greatest basketball player. Pull your head out your ass. There are no 2014 Spurs this year. No one has that level of savy, experience, and motivation.
