Default Does every team have local blackouts if tickets dont sell out?

or is it just in some locations?

No team does. If there is a local blackout it means the game is on ESPN, ABC or TNT. NBA games are not blacked out due to ticket sales, that happens only in the NFL.

You got some cases (for example, Milwaukee, Memphis, the Clippers, Portland) that some teams just don't televise all of their games locally. Imagine if the NBA had the same blackout TV rules as the NFL...it would be beyond chaotic. The one rule I hate is that whenever ABC televises a game on Sunday afternoons (regular season), they have exclusive rights to their time periods, if anyone else playing at the same time, the other games can't be televised anywhere. Even if ABC is showing a regional game (which is kinda rare now), the other game can't air on League Pass.
