I'm for giving the kids an alternate option. Although I do have some questions about a 700k salary and shipping these kids to Vegas for a year.

Nope. The rules say you have to be one year out of high school before qualifying for the draft.
This means you can do anything in that year you want. Player choose to go in to the NCAA in order to increase their draft stock.
