Damn third worlders. A kid is hurt or dying on the ground and like 10 adults just stand around too scared to get close to the kid or help, except for a little kid.

That shit happens a lot in China. There was a really depressing video a few years back where a little Chinese girl was run over and bystanders and cars just passed her like she wasn't even there. Only one person if I recall correctly moved her from the path of incoming cars but no one even tried to help as she lay there dying. That shit was really heartbreaking and makes you lose your faith in mankind

Although there are clear cultural problems at work here, most Asian countries don't have good Samaritan laws. If they try and help an injured person and they end up dying in their arms, they are open to all kinds of civil and perhaps criminal action (not sure on latter).

Again, there is definitely some cultural work at play though. They've been conditioned to keep their heads down at all times.

Its called the Bystander effect. And it happens all over the world. In fact the most famous example of it happened in New York City.

Wow, that's interesting. I read a bit about the Bystander Effect, I would've totally guessed that the more people there are the more likely people would get involved, sort of a strength by numbers, but the opposite actually happens.
