As for how to make them, download GIMP, or get photoshop, and start working I guess. There are lots of guides and help tutorials online to help you get started or even get certain effects going.

For NBA4EVER, this is the best I could do unfortunately. It's extremely hard to get it identical due to not knowing what particular pictures or brushes he used. If you want another one done instead, just ask:

This is completely unrelated, but could use GIMP to make images for T-shirts? You know the iron on printables? If so, I am going to have the best shirts ever. BTW, that Nate Robinson is nasty.
