Bob Arum is currently the #1 inhibition for this fight, you're right about that. But be fair, you know the tiered, ever-changing conditions/excuses coming from Floyd during the first 1.5 years of trying to build this fight were grossly in excess of any comparitive "dodging" (if one can it that) of Pacquiao not wanting to have large quantities of blood drained from him 3 days before a fight and wanting a 50/50 purse split.
