Japanese culture is not the same as American culture. I can assure you, that in this girls entire life probably nobody in Japan has ever referred to her as being Japanese. She probably doesn't call herself Japanese.

It's just a cultural difference. Their idea of Japanese is ethnic, not civil. To them, Japan is the nation of Japanese people. Not people who live in Japan.
