I wouldn't call it a "fact", but it's a possibility due to his current health issues.
Actually, I highly doubt he averages under 20 PPG. Maybe worst season since '01-'02 being possible. Dunno about him being any worse than that.
Guards don't magically lose their offensive game overnight. Especially guards who mainly shoot contested jumpers. The offensive game is one of the last things to go on a player. Jumpshooters are one of the last types of players to fade out.
Which means it's unlikely Kobe's going to see significant dropoff from any season to season basis unless his minutes drop significantly.
The worst I see him doing is 24-25 PPG on 44% or so. He isn't gonna do any worse than that unless significantly injured.

maybe by the stats, but he has experience.
and he is 32, it would be just normal, like everybody at this age.

most likely similar to last year.
Except it will be last year in reverse.
For 09-10 Kobe was phenomenal in the first half of the season. He was averaging like 31ppg with 5rpg and 5apg on 48% shooting.
Then the rest of the way he went like 22ppg on 5rpg 5apg on 44%ish shooting.
This season will be reverse. He will start slowly, but then pick it up as his health improves. Most likely finishes around 27ppg 5rpg 5apg.
