Thats definitely him. I am a fan of the Rockets, and they will show him sitting courtside every-now-and-then, and he looks like he'll just like in those pictures.

Go to Google and type in "Steve Francis drugs", and there is a picture of him sitting courtside in a plaid shirt, and he looks terrible.
