Tupac for me. There is no right answer though. Going to come down to style preference. I still have Tupac in the rotation. It's a little hard for me to listen to Em these days.

Better skill wise? Eminem and it's not even close
Tupac maybe had more impact, in large part because he died young and got massively overrated for it.

He Delivery and flow was good.
His beats are so cringeworthy And corny, can't even listen to it.
