Either 32 or 33 are the GOAT. Too many legends and greats to choose otherwise. Then follow 34, 23 and 6 (Bill Russell, Julius Erving, Miami's LeBron, Walter Davis).
It's evident that numbers ending in 0-5 are vastly more popular than numbers ending in 6-9.
As a random fact, it's interesting that, apart from number (single) 0, the smallest number that no team has ever retired is...#8. Kobe had made a good choice of a number to build his own legacy and shouldn't have changed it, imo.
