no one is entertaining that there's already a perfect solution to tanking, and it's called relegation. typical americans. solution staring them in the face and refuse to look at it.

Throw out seeding and do it by record....14 worst records are in the lottery with tie breakers to decide who gets in and who doesnt. Not weighted in any way and even playoff teams can make it if the record isnt top 16. 22 win team has no better chance than a 38 win team so no need to go into ultra tank mode. Try to win games...a bad team just wont win that many but you wont have to straight sabotage games/seasons. Let your young guys play and be happy when they win not upset it costs you lottery balls.
But to help the worst just a bit....
Dont give the top 6 records a first round pick at all. Give those picks (25 through 30) to the teams with the 6 worst records.
In addition...the teams that get those 6 can opt out and instead access a new version of the MLE where they give up that second first rounder(back to the top 6 record team it came from) for the right to sign anyone to a 4 or less year deal with 6 million a season that will not count against the salary cap.
So lets say the top 6 records are:
Pacers(Best)
Heat
Thunder
Spurs
Rockets
Clippers
bottom 6
76ers(worst)
Lakers
Knicks
Celtics
Bobcats
Kings
Flip the order so the worst team gets the highest extra pick.
So 76ers dont get the Pacers pick...they get the Clippers..so the 25th pick and whatever lottery pick they get in the drawing which we would film and put on youtube after the show at which we reveal the winners in reverse order(Keep the drama but let people see it isnt rigged later).
If they dont have anyone they are in love with that deep a pick and the owner isnt cheap they can swap it for the extra no cap hit MLE.
Get the lottery pick, sign someone who will take 4 years 24 million(lots of good role players would), and keep whatever cap space you have.
You could potentially draft a young guy with potential, sign a big FA, and even if he eats all your space you still have the regular MLE AND your extra MLE.
Might say....draft Parker 4th, sign Lowry with your cap space, use the old MLE to sign a vet role player like Tony Allen and the new one to sign someone like Jimmy Butler or Shumpert. Get more help right away than the 26th pick usually gives and dont have Butler/shump count against the cap for 4 years.
Cheap teams can just draft the two first rounders and hope to strike gold on the rookie scale deals but teams honestly trying to turn it around can get an extra signing to help out without taking cap space needed later.
The worst teams should all gradually get better.
Could even allow those bottom 6 teams the right to amnesty one player at the end of the season to get additional cap space.
A 20 win team should then get a lottery pick(1-14), either a second first rounder or an extra MLE off the books, get to take an additional contract they dont want off the books(player gets paid anyway he wont care), and go into every free agency period with two MLEs one of which has no cap hit and whatever extra financial freedom comes from cutting their worst deal.
If you cant build a good team after 3 years of that you dont deserve a team.
Hell if im the commish id say any team in the bottom 6 more than 3 years in a row has a mandatory front office change.
Hang a "Basketball reasons" sign on the now empty offices of their GM and let ISH vote on team moves and right the ship.

Hopefully, it won't involve the wheel. Just to begin with, it would take 30 years in order to make it "fair" for everybody. And even so, it would be far from fair, since a certain team getting #1 might get the benefit of a once in a generation talent and some other may get screwed. What will happen with them? Wait for another 30 years?
Also hopefully, it won't involve what he thinks is a good idea. I'd rather see the East-West barrier eliminated and have all the real best teams contend in the end. Its only disadvantage would be practicality (longer travels, possibly longer intervals between games).

What Silver should address is the cry baby complaining from the players everytime a call is made. Tyson Chandler acts like a big Bitch with every call.
I actually like the draft lottery idea. That would certainly improve the game.

He hasn't done anything.
The 30 year roulette is ONE solution that people are talking about.
Silver is a smart guy and I think he'll make good calls.
Just showing he is open to looking at endemic problems with the game is a refreshing change from David Stern.
He is already making great changes such as having a ref "control room" to review contested calls quickly.

Single elimination tournament is an awesome idea by the way and would bring a lot of interest.
If you all teams have a chance to make the playoffs at the end of the year a lot of them probably wouldn't out-right tank (putting all vets on injured list/trading them, trotting out ridiculous line-ups) because they wouldn't have any team chemistry for the tourney.

tournament sounds good its basically a few extra playoff games :)
draft cycle is meh but I wouldn't really wanna mess with something that big
