Unless there's a hard cap, there's no way Miami doesn't match anything that isn't crazy (above MLE). They're already over the cap and he's probably their fifth best player (behind big 3 and Haslem), so it's not like they can use that money on anyone else, might as well pay him. Same exact thing that happened to Joel Anthony, already over the cap, so pay him to make sure he stays.
Chalmers won't be going anywhere as long there is no hard cap (except, a sign and trade).
