Plus, what exactly would be the purpose of your final solution? Why is it necessary to stem the population growth in these areas with high infant mortality rates and low life expectancy?

Is it because the people consume a disproportionate amount of resources on Earth? Nope, a family in Middle America probably wastes more food in a month than many whole villages in these places will eat in that same time period.
