I remember in NBA Live '03 they had a bunch of players rated in the 80's, it wasn't until '04 where they lowered ratings for most players.

I remember NBA Live 2000. The highest rated players were Tim Duncan and KG at 84. Amongst the legends it was Jordan at 88 and for some reason, they rated Pippen at 87, higher than Wilt (84), Magic (83), and Bird (84). I think that was the first time in years Jordan allowed them to have him in a video game.
