I really don't think the cultural thing even needs to be brought up tbh. Not saying it doesn't play a role, but you've got to be an idiot to think hundreds of thousands of young men, who were recently embroiled in a war-zone, far from home, and with not much to do, are going to behave themselves. It's beyond stupidity to think this wasn't going to cause problems, regardless of where they're from; and politicians do not have the right to put their citizens at risk in such a way; that is not their prerogative; their prerogative (and mandate) is to mind the safety and welfare of their own citizens, and to put their needs first, not last.
