It's because Byron doesn't let him run an offense. Plus, he gets chided when he attempts crazy passes and they become turn overs. Also, it doesn't help that the Lakers are filled with ball stoppers. Kobe, Clarkson, Young, Williams and to a certain extent Randle are all players that look to dominate the ball and none of them consistently make cuts to make use of Russells passing ability. If an offense was put in place were Russell is in charge of distribution, his assist numbers would increase considerably. In Byron's system he's relegated to a spot up shooter who occasionally drives or posts up.

He's also a really good cutter off the ball, I'd rather him distribute because he's so good at it but that already makes him really dangerous. High IQ who can spot up and create while cutting, PLUS he's shown a decent post-game
