Technically the answer is no but the one writer felt the NBA may lean towards a yes but it would have to be addressed by some committee that deals with these things.
I am pretty sure in baseball, a pitcher is eligible to be rookie of the year if he got injured his 1st season in the majors and did not pitch over a certain amount of innings (I believe like 9 or 15).
If that is the case, and he missed the entire year due to an injury; he is considered a rookie. Same for batter; if they didn't exceed a certain amount of AB's during the year, they are considered rookies until they exceed a combined innings pitched or AB.
So for instance; if a batter debuts in 2011 and the eligible AB's is 20 for instance. If in 2011 he had 9 AB, in 2012 he had 5 AB; in 2013 he would still be considered a rookie.
That logic makes complete sense to me.
Randle is technically a rookie, since he has NOT played an actual NBA game yet (in the regular season, AGAINST other NBA pros).

but.... all the guys you mentioned aren't better dunkers AS OF TODAY either... your guys were actually even more in the past, so how come he cant mention someone from 2011?
