The answer has to be DeAndre. For now. We know who he is as a player.
As for Whiteside, who knows what happens. But his upside is exciting.

Jeremy Lin was good for a while until teams started finding his weaknesses and exploiting them.
He could be a great player, and even when scouting reports become more established, might still be good.. or he could fizzle. One or the other, it's still a risk until proven wrong.
Deandre however, has been in a league for a while, and everyone knows what he can and can't do.
True, but Lin was an offensive initiator, easier to gameplan for. Whiteside is mostly a guy who snatches up rebounds, blocks off both help defense and on ball, and also finishes lobs. There is significantly less to gameplan for with a guy like him.
