I think Milwaukee takes this. Wisconsin just doesn't care about basketball. It's football and hockey country up there.

Charlotte would be close, but I think they can revamped. NC is a great basketball state with the college teams. If they could somehow tap those fan bases and get them into the pro team, they would be much more popular. Maybe change the team name to Tar Devils? Blue Heels? Blue Tar?
