No next best available. Thats rewarding a person who is taking too long. If they miss a pick they get skipped. 2 skips they're booted.

Thats probably a better idea, although, I would hate the draft to have an odd number.

Don't give them a random Pokemon (the following person could want to take that one). They should just be skipped until they come back. If they didn't PM picks, that's their problem.
