Depends on the management. If they are building a young talented core (like Cleveland) then you take a couple of bad seasons to eventually have a good team. You don't know their ceiling when things finally click. If it's the same team every year, and they can't get past a certain round, maybe it's time to blow it up and start over.

It's not more fun, but if the management is right losing will eventually lead to bigger success, but teams like the Raptors get held back because the management is terrible.
