Nope, there won't be any draft pick tradings. As for Chatzy, well, I thought about making a chatroom for altleague before, however I feel the members who are also in premiere league won't be using it, so I doubt it will be active enough to be worthwhile.
In order to encourage trading, I hope everyone will regularly update their 'trading block list' in the league.
