Why should he be a hofer? He basically had two star years in his career and that's it. There is no case for him being in the hof just like there is no case for Derrick Rose.

Because of his impact on the game dummy. Not every 'two star years' are the same in terms of quality. Penny was unique, and so is Rose.

Pretty much this. Both players were insanely talented before injuries and we're easily on there way to the hof if they stayed healthy. They didn't though and unfortunately didn't put in the body of work to deserve it.
